The trick is to find out which process started that svchost process.
A candidate might be Defender when updating the signatures. Or you are pushing Windows updates (update P2P file sharing has not been disabled).

Right click your taskbar, open task manager, go to the menu "View", "Select Columns" and add "Command Line". The definitions are somewhere in the registry, a quick google should give you that location

No, it only identifies what is running. If a service has a problem to report, I'd expect it'd be reported in the event log.

Find that instance of svchost.exe in Process Explorer. If you don't have the process ID, you should still be able to tell which instance through the CPU column. Then right-click, Properties, Services.
It still won't tell you which service is chewing through the CPU, but at least you'll be able to name each one of those 19 services (it's not clear to me whether you already had that part). I'd just start shutting them down one-by-one (at the risk of crashing the system)--at least, those running under your own profile as opposed to System--and keeping an eye on the CPU usage as you're doing that.

Another possible candidate: Windows Store could be updating your "don't-call-them-metro-apps" in the background.

Next time it happens you can narrow down the offender by getting the svchost's PID on the details tab of task mangler. From there you can find the services running in that process by sorting on the PID on the services tab. Stopping them one at a time while watching the CPU load will let you find exactly which one is elephanted.

Wanna fix it fast?
Go to control panel -> administrator tools -> task scheduler
select all of them, right click and disable every task scheduled that's in there.
Mute your sound.
Download AdwCleaner from bleepingcomputer.com and run that once.
(bleepingcomputer.com webpage has an annoying as with sound now)
It will run like a deer.

It's easier than that - just right-click on the svchost entry on the details tab, and select "Go to service(s)".
Or find and expand the svchost entry on the processes tab - all of the associated services will be listed underneath it.

The whole concept of pay-it-forward. That's what we do a lot of the time, here. Despite the lazy cretins (I feel better - an epithet) who just want there homework done, we give bit of help to others. They (even if it's only a few percent) will pass that on to others, along with things they know. And so it goes. Quite a community spirit. I see a common trend in Q&A and that is that almost everyone who uses RegisterStartupScript (or one of its variations) is under the impression that they are calling javascript code from code-behind, or that the js is executing immediately in the browser. Needless to say the problem they are having is almost invariably the result of this misunderstanding rather than an issue with the code itself.
I think Microsoft should rename this function to something like
RegisterStartupScriptPSYourJavascriptIsNOTRunningImmediatelyInTheBrowserYouCANNOTCallJavascriptFromCodeBehind.
Interop is another issue that many have problems understanding and again almost everyone that posts with an Interop problem is labouring under the impression that "Interop" is simply .net code that manipulates Office documents (it's always Office). Microsoft should rename the Interop namespace to something like
InteropPSThisCodeIsJustAProxyToYourCOMApplicationItIsNOTStandAloneCodeYouNeedTheActualApplicationInstalledOnAnyMachineYouWantThisCodeToRunOn
It's not just Microsoft, I think some standards should be updated to remove issues too. Almost everyone who posts with a CORS issue is attempting to solve the issue by adding the allow origin headers to the request they are sending. I think that the "Access-Control-Allow-Origin" header should be renamed to something like

I think the problem is that the teachers don't understand what a "client-server" model is and as a result their students don't have a clue either.
And testing websites on the development PC (which is also the server) doesn't discourage that misunderstanding at all. How many times do we see server code with Messagebox.Show in it?
