Easiest way is to go to their profile page: below the username is a "@" code.
Using that in a message (like this @petepjksolutionscom for example) sends them a notice that they are mentioned in a discussion.

No reason to bring this to the Lounge. Plenty of other places on this site are built for your question.

Considerable amounts of rubbish get posted in the lounge on a daily basis, which don't get questioned. CCC, movie quote and what not. However, it's fine those get posted since a lot of people take part in it.
But this post is rather a perfectly acceptable lounge topic and is centered around the quality of articles on this site. Far more important than a lot of other crap that get posted here on a regular basis.
