Oh, forgot to post my reasons/solution:

"80% Media" = MEDI (4/5 of the word)
"malfunctions" suggests an anagram of 'censor'
"marginally" suggests only use the edges of the anagram word, so "CE" and "OR"
CEOR = OCRE
so MEDI + OCRE = MEDIOCRE (ordinary quality)
