I'd lay odds that the original programmer thought he may 'legitimately' get a socketException error, so catches it and handles it appropriately. (though in this case, just logs it)
But then wants to catch and log any other exception, just in case.
So the fault is in the fact that in the 1st catch he should probably have been putting some relevant code (I dunno - pop up a message to the user or something) as it is an 'expected' exception.
As I think Marc said - looks like a TODO is missing!

I read about the "GWX"-Advertising (Get Windows 10) "Update" for Windows 7/8 before I confirmed installing updates - so I selected the "ignore" option for that one.
Guess what - now I have that friggin thing in my taskbar anyway, probably because there was another such "update" for Windows 7.
Alright - the FAQ says:
Q: Can I turn off the notifications?
A: Yes. Click “Customize” in the System Tray and turn off the Get Windows 10 app notifications in the menu that comes up.
So I turn it off.
After next reboot: It's there again.

Go in Control Panel, Windows Update...click on 'Installed Updates' link at the bottom left of the window. In the list of Installed Updates, find KB 3035583, right click it and choose 'Uninstall' and poof!, it's gone 
...after this, do a new check for Updates, you will find it in the list again, right click it and choose 'Hide Update'...that way it won't come up for install again.

Just got a notice about Skype's new agreement becoming the standard Microsoft Service Agreement[^] and stupidly decided to read it.
I noticed the following:
2. Your Content. Many of our Services allow you to store or share Your Content or receive material from others. We don’t claim ownership of Your Content. Your Content remains Your Content and you are responsible for it.
a. [...]
b. To the extent necessary [...] to improve Microsoft products and services, you grant to Microsoft a worldwide and royalty-free intellectual property license to use Your Content, [...].
I have removed sections that list additional uses or rights and provide examples as they obfuscate one of the many rights granted to Microsoft.
Please oh please correct me if I am wrong, but I read this that if I use Onedrive or outlook or 365 online and have some IP of an idea such that it is stored on a Microsoft service, Microsoft can use the idea royalty free to "improve their product"?

It's effectively a standard term in their service agreement to protect their ass, and this type of agreement is probably in a lot of products on the web that you use.
Could be related to Cortana, it searches in several places for information and even uses your emails in order to provide information such as events, order delivery dates, etc.
Agreements such as this, in a sane court of law, won't affect your rights of IP, not sure how crazy the law system is over where ever you are, but over here in the UK MS wouldn't get away with pulling a stunt ripping off IP from its users. ( I would hope, at least, the system is stupid but sane against its own stupidity)

A lappie (not mine) running windows 8.1 - it won't boot. Starts immediately loading windows and then blank screen with occasional flashes of a wait cursor.
Ok - Safe mode. Press F8. No, Safe Mode is selected when it's powered up. Fine.
Recovery disk. No, Bios is set not to boot from DVD. Fine.
Bios. No, Win8 uses hybrid boot mode and the only way into the bios is...once win8 is powered up. 
And my friend with a Win8 lappie has buggered off to play at living in a plastic box in a field for the weekend...
OK: I'll make a Win7 bootable USB...Oh, Win7 won't let me...
It's going to be a long day.
Wonder what happens if I try to boot without an HDD in the thing...hmmm...where's that hammer...

Try booting from the recovery media that your "friend" was wise and foresighted enough to create while the lappie was working.

I would. If I could get into the bios to tell it to boot from it...but the HDD has a valid boot partition, so the UEFI is auto booting Win 8 rather than looking at the DVD drive.

Taking the HDD out got me into the BIOS. Yay!
Swap a few devices in the boot list...and off we go!
Or rather we would, but it doesn't recognise the DVD as bootable 
I'm getting a bad feeling here...

There is a way to force the BIOS' attention; it seems it's something like holding down ctrl+F12 (or ctrl+F2?) during power-up.
Software Zen: delete this;
|

Follow these steps -
1) Close lid of laptop
2) Keep it on table
3) Walk to door
4) Get your coat
5) Open door and step out
You will notice a whole new world and your laptop problems will be solved.

I had a job late Friday afternoon where a Windows 8.1 laptop was shitting itself over the BCD being corrupted or missing. Couldn't boot off any of my USB's, even the Windows 8.1 installation USB's. So eventually I Googled for the Recovery Partition function key (Asus?) and found that holding down F8 when turning it on bought me to Recovery.
I ran bootrec /rebuildbcd after renaming the exising C:\Boot\BCD only to find that it wouldn't recognise and load the existing Windows installation.
I eventually ran out of ideas and ran mountvol e: /s and copied the BCD from E:\Microsft\Boot to C:\Boot and then all was good.
Windows 8/8.1 sucks large donkey penises and Billy Boy and Stevey Knobgobbler really f***ed up here making it so hard to fix anything to do with 8.1. I hate it when anyone tries to book a job with 8.x no matter what it is.

I have unilaterally hated everything they have done post XP.
Take the networking on Windows 7. What an utter f***ing disaster. An absoloute joke.
It is quicker to log into Hotmail than it is to see a share on a computer right beside it. That's IF it even gets that far. Usual it just says it cant.
Absoloute sh*t, 100% utter unusable crap.

I dunno - I prefer 7 to XP, it doesn't give me any problems connecting to other devices at all.
And when I have to go back to XP (on Herself's computer) I do tend to swear at that for not doing what I want!
