Probably it used to work that way by oversight back in v1 or something. They figured out it was dumb but were afraid of upsetting users by changing existing functionality (something they've gotten over Frown | :( ), hence the option being added to turn it off. Of course the default is on so no one used to the old behaviour complains.

Can't really see why it's useful myself, but backwards compatibility and options for all the things used to be MS' forte.
