Go with GitHub. It is definitely where the momentum is and even Microsoft is moving everything over to GitHub. I wouldn't say Codeplex is dead, but the momentum is definitely on GitHub.

Github is more popular, but CodePlex is more intuitive. When code is Linux/variant C-ish based, Github is good. For .Net C#, VB, etc., CodePlex.
To be honest, it doesn't really matter unless you are open sourcing something amazing. If it is just a utility, a niche site, etc...doesn't matter if you use a public repository.
For me, I only Github or Codeplex to show code examples for potential employers or customers.

Well I think I should at least create a GitHub account! ^_^
But I heard there is way to do external submission on GitHub, which is cool, gonna investigate that!
Well realistically might be that awesome!  but would be good for employers to have a look!

Just been convinced to study GitHub more closely, so I will! We shall see!

I use both for different purposes.
GitHub is for close source, personal and commercial repository.
Codeplex is for public releases, freeware releases.
GitHub is more technical user friendly.
Codeplex is more end-user (non-technical person) friendly.
End-user (non-technical person) will prefer download software at codeplex than at GitHub.
Codeplex is more direct and cleaner for end-user.
I used to use Codeplex as main official site for open source freeware (currently).

I would *like* to recommend CodePlex (and support MS in doing so), but in all honesty (and with my limited experience) GitHub just seems better. Probably doesn't matter either way if you aren't planning on allowing other people to submit patches/work on the code etc. If you're just publishing what you've done in a take it or leave it fashion then codeplex seems ok (and if you only care about the MS community seeing it).
If you want more exposure/something good on your resume, or if you really want to receive updates from other devs, and see other people turn your work into new variations etc then GitHub seems much better.
Also, not sure but I think codeplex might actually support some kind of git/github integration now? It might be that if you choose git as source control on codeplex then the issues I mentioned go away. Like I said, my experience is limited, but these days I would personally go with GitHub.

Though wherever it is hosted who cares? But GitHub have a submit pull request, I heard, which seem quite interesting!

Personally? I don't.
If you get high traffic, then selling advert space can be worthwhile - it's what keeps this place running, after all - but for a low traffic site, the amount you are likely to earn is so small that you have to think very carefully about the "screen real estate" the ads are going to take up compared with the content of your site. And what are the ads going to be for? How relevant are they to your site content? Do you have any control over content? Because if they are irrelevant then a lot of people (myself included) will enable AdBlockPlus and never see them anyway. Which means you lost X square cm of screen space for no income whatsoever.
And too much advertising can hide your content pretty well - if only because people will visit once, see it's covered in cr@p and never come back.

It's a way to put adverts on your site so that when people click on them you get a very small amount of revenue.
Be warned - do not get you friends to click away ad libertum, as you will not get revenue based on over-clicking or bots(google are clever).
