A forum for firearms enthusiasts which I visit from time to time is holding a contest - a drawing for a gift card redeemable for sporting goods. I've entered, of course, but thought I'd check out the official rules. While the contest is open to residents of the US and Canadia (excepting Quebec), I found this rule in the fine print:
If any potential winner is a Canadian resident he/she will also be required to answer a time limited skill testing question without assistance, in order to be eligible to receive a prize.
At first glance, this would seem to be a reasonable measure to ensure the recipient can be intellectually trusted with a firearm, or is better limited to redwood clubs for harvesting wildlife. But I'm guessing that they have a rule against games of chance, but no rule against games of skill. Passing a "skills test" would qualify the contest as a game of skill, even though being drawn is purely chance. Does anyone know whether this is the case?

I'm not an Amaricanian but I understand that Americanians make fun of Canadians being slow.

That's what I figured, PJ. Here in the lower 48 provinces there are places where gambling is illegal, but it's okay to play poker for money. Poker is considered a game of skill, while most other casino games are purely chance. Foolish attempts to legislate moral behavior always result in either tragedy or silliness, but never morality.

It is the law.
All contests in Canada need to have a "skill-testing" question. ( I did not know that, Google told me)
"the Criminal Code prohibits the conduct of contests in which winners are determined solely by chance." and by adding the skill test, it is an acceptable workaround to the law.
As for why Québec is nearly always excluded from contests is the the consumer protection laws (since 1978) ask that if you do a contest, you must pay a percentage of the prize in escrow to be certain that the prizes will actually be awarded; and that contest "owners" do not want to do that.
I'd rather be phishing!

I would love to do it again but with a wife and daughter now a four day weekend to drive to Arizona and back is not likely ho happen again any time soon.

But one day before I die I might make my way North to Canadia for a visit. All I have to do is find the time, and spend 6 months to a year wasting time to clear a 22 year old DUI long forgiven off my record before the border cops will let me in. Right... I'll get right on that.

Next week.
And I was a client of Crazy Johns who were bought out by Vodafone who are incapable of handling customer conversions so I'm not sure I even have an Oz number anymore.
The most I know about my trip is that I'll be spending the majority of my time in the air or in peak hour traffic. It's going to rock.
