A forum for firearms enthusiasts which I visit from time to time is holding a contest - a drawing for a gift card redeemable for sporting goods. I've entered, of course, but thought I'd check out the official rules. While the contest is open to residents of the US and Canadia (excepting Quebec), I found this rule in the fine print:

If any potential winner is a Canadian resident he/she will also be required to answer a time limited skill testing question without assistance, in order to be eligible to receive a prize.

At first glance, this would seem to be a reasonable measure to ensure the recipient can be intellectually trusted with a firearm, or is better limited to redwood clubs for harvesting wildlife. But I'm guessing that they have a rule against games of chance, but no rule against games of skill. Passing a "skills test" would qualify the contest as a game of skill, even though being drawn is purely chance. Does anyone know whether this is the case?
