He probably means "faulty" in genetic terms - i.e. not like you have a gene that doesn't work, rather one that wasn't to be active in the combination of genes comprising a specific nationality.
It's the same with drinking milk: lots of people don't have it active, if it triggers in at some point, you may end up with a person who can drink milk maybe in a country where nobody(a vast majority) does not.

And the screen got black. There are some movers around here taking desks away, and by chance they cut off the current. By chance it was just the screen, so I had a free pause.
