Basically, this article says he asked women out which made them feel uneasy, but he never forced or pressured them.
That's basically what happens when a guy asks out a woman who's not into him and believe me I know
If women asked out men it would probably be the same, but that's a cultural taboo, so it doesn't happen as often.
Not saying Bill is a saint, he obviously asked out women while married and even had an affair, just saying approaching a woman != rape or whatever this article is trying to insinuate.

It does make some sense: mic and audio jack developed independently, and the four pin combined jack was an "extension" of the audio pinout - since the ground connector in nearly all sockets was quite high up on the plug, it made sense to use the bottom bit for microphone so you could plug a combined unit or a mic-free unit into a 3- or 4- pin socket without horrible noises.
