Agree re (4) - that should be the guiding principle
I had not considered 'policing' when I made the suggestion (and it was just a suggestion). I had assumed that CPers were honourable people who would just do what was intended without needing any oversight. Obviously, they could forget, but that's OK.

Click on the 'cookie settings' button on the popup, then click on a '+' to expand a section and click on the 'list' option. Unless you've somehow got the popup disabled (possibly disabling javascript would do it - I don't know)
