The challenge here is to work out what the hell the guy is talking about. 
The attack vector for the mitigation bypass was safe-scriptable COM objects. As COM is a general technology, not limited to safe-scripted environments such as Internet Explorer, there are many unsafe objects which could be abused if they were allowed to be created. To prevent this, hosts, such as Internet Explorer, use two mechanisms to determine whether an object is safe for being used in the host environment, Category IDs and the IObjectSafety interface.
