It would be on the "All Apps" screen, grouped under Visual Studio (or something like that).

Go to the Start Screen and type 'V' or 's' (for spy++). However, they number of utilities added is shrinking. If you right click on spy++ and open the containing folder, there isn't much there. (Many of the old utilities are now in the SDK or equivalents can by found in SysInternals. I think Depends is available entirely separately.)

1) Right click the Visual Studio tile (or search for it in apps and right-click the search result),
2) Select Open file location at the bottom of the screen.
You are now browsing the start menu folder.

I just get the calls early in the morning as they know I am here and will answer the phone.

No problems here on IE9, 10, Chrome, or FF. Since you mention others have the problem, it might be an infection or something at your host. If everyone at your location is having a problem, contact whoever is providing your connection. There are some service providers who have started to inject their own ads to generate additional revenue.
If it isn't everyone, well any emails with links that people clicked recently? We just got one the other day about a scam saying that your outlook mailbox was close to full and click here to fix it.

I'd like to create 2 admin account on my Surface tablet, say Admin1 and Admin2.
But I want Admin2 to be unable to affect Admin1.
