An encrypted PDF can have copy support disabled IIRC. The Amyuni driver we use here supports this at least. Not sure how non-Adobe PDF readers are meant to honour this though.

You can still screengrab the pdf and feed that through an OCR software.
Probably the only answer is to write out the code by hand - at least then someone would have to manually type in the whole lot!

A few years ago I was sent an NDA in a protected pdf format. Only acrobat (not reader) could save changes entered into the form. Foxit, and IIRC one or two other free PDF readers also failed to save anything typed in. My printer was dead. I ended up emailing png sreenshots signed in ms paint.

Yeah, I think if you put it in a Wii gaming console, the Wii can generate uncopyable code - just don't try to get a payout for the game "The Price Is Right", because it doesn't work that way.

Encrypt it with say MD5, convert it to braille, that should do the trick.

It is impossible to make that:
OCR will work on pictures, pdf can be copied...
But the worst of all:
If somebody must understand the code, you can't avoid that this person would write that code down again in another place...
So my recommendation would be:
Schedule a set of meetings in which some people will come to your company. Once there, the revision can be made.
If you need to go to their place, take a laptop with you and do it exactly in the same way.

Transmit the code via laser beam. Whoever reads it will be blinded and most likely unable to reproduce it.
