I don't even understand how this works at CP, but it do. it do.
If you press WindowsKey + . (in win10 1803) a panel will pop up and you can type emojis.

For ages we used to type in special character using ALT+hex-unicode-value... The problem is with the A-F values that normally assigned to menu items... There was the option of 0 with the decimal value, but never worked for large values... A good idea to move it from ALT to ⊞

It was added in 1709, but only if you were using the US keyboard layout. 
The rest of us had to resort to editing the registry:
[HKLM\SOFTWARE\Microsoft\Input\Settings]
EnableExpressiveInputShellHotkey (DWORD) = 1

Seems to me that you're not being very expressive at all if you have to use pictograms rather than, y'know, actual words, to converse.
I'm very anti-emoticon, in case anyone still hasn't guessed. All they're doing is contribute to the dumbing down of society as a whole...something it doesn't need help with.
