I believe you are just talking about the political implications of executing an SP, but there is an interesting missing role in SQl Server.
CREATE ROLE db_executor
GRANT EXECUTE TO db_executor
Then you can grant the ability that the person can only execute SPs.
It's a good way to secure a DB and still leave it open to SP execution.

If you have all those other rights, you should most certainly have execute.

Can you send your SQL code to either your boss or those in the IT department and have them run it for you? A few iterations of that and surely they'd loosen your restrictions.

I was reading an article last night about fathers and sons, and memories came flooding back of the time I took my son out for his first drink.
Off we went to the local bar, which is only two blocks from the house.
I got him a Guinness Stout. He didn't like it – so I drank it.
Then I got him a Murphy's; he didn't like it either, so I drank it.
It was the same with Beamish and O'Hara's and Kilkenny.
By the time we got down to the Irish whiskey......

My son is a little older. Once we were in a bank that got robbed while we were there. The guys came in with guns and ordered everybody to empty their pockets and lie down on the floor. My son turned to me and said "Hey dad, here's the $20 that I owe you."
