I have clicked publish two to three times. It was showing draft status at that time too. So i have downloaded the article template and send mail with the attachment.

Yes, I'm replying to myself.
Okay, I VPNed to work and attempted the same download and didn't get the cert error.
I'm on Win8 at home and Win7 at work.
Could that be it?
What does this mean? It's crazy that this stuff that is supposed to help protect your security is so confusing that you can't get through it.

Your problem is obvious, it shows you in the picture. Look at the top left there is a logo with a tick mark that says "Norton".

I don't even run Norton (that I know of) and I believe that is a message from my wireless router, because I only get that message on my home network. This is a really interesting and difficult thing to figure out.

Sounds like the Router is running some sort of additional protection, as a trial you could log on to the router and turn off AV, Parential Controls, or anything else.
Are you running through any other Proxy Service? Maybe you have enabled something with your domain provider.

I did just turn on Parental Controls on the router so that is good information.
It is a very odd thing, because this occurs only on that one file on Google Drive which I uploaded myself from work.
It also makes me think my router or laptop has been hacked somehow.
I'm looking into it. Terribly confusing.

It may be a simple false positive on the document depending on the mechanism any of the protection is using.

Based on the domain name in your first screenshot, this seems relevant:
The deal is that dnsadvantage.com is being used as at least one of your name servers and ak1s.abmr.net had a failed dns lookup (oops). dnsadvantage provides free DNS lookups in exchange for doing a MITM attack for domains that it cannot find. The page that it serves for these failed lookups is search.dnsadvantage.com and it displays google ads.
Change your DNS servers to something less scammy.

I think it may be a combination of my Win8 machine and parental controls I just added on my router.
It feels like maybe my router was hacked, but I can't tell.
I have another laptop at home which I should've tried last night and I will try it tonight and see what happens.

Override the router default DNS that is aquired by DHCP.
Change to Primary: 8.8.8.8 and Secondary 8.8.4.4

Here's the final answer: my lack of knowledge.
A few weeks ago I downloaded a firmware update to my Belkin 300 wireless router.
At that time I noticed a new feature Parental Controls : Web Site Filters.
I turned it on and didn't think too much more about it.
Anyway, last night for quite some time I thought my router had been severely hacked because the DNS option was not editable and DNS servers were set to specific IP addresses. When I looked up those addresses one of them was in Oslo, Norway. What?!
The odd/scary part was that I could not edit the DNS settings. I could not set it to "IP Assigned" since the check box was disabled.
Finally, I remembered the filter setting, turned it off and was able to set the DNS properly.
Whew...
DaveAuld: If you hadn't explained the parts that you did, I wouldn't have understood all that.

You're welcome, sometimes someone maybe does not have the actual answer, but a simple suggestion/keyword/blue sky moment/ can be enough to head off, investigate and determine a solution.
