It's an red herring anagram indicator, there to persuade you to waste time looking for an anagram, when in fact "ruined" is a synonym for "insolvent", just like the other two parts of the clue!

Since the most recent update (12.1.20.21 if anyone's interested), I've been bemused by the sorting of Samsung's Contacts.
I have a fire service colleague by the name of Col B****. His position, (along with several others) got renamed by the service.
I keep my contacts sorted by first name, so he used to appear in the C's, as Col B**** oldtitle .
I edited the entry to Col B**** newtitle , whereupon he got shuffled into the B's.
Eventually, by poking into the .vcf file, I figured that Samsung, in their infinite wisdom, has now decided to parse the name as
Title: Col, First: B****, Last: newtitle.
If I rename him to Colin (a handle nobody uses), sanity is restored. Well, almost. My other contact Col Ch**** is sorted on the Ch****, as though he has a title but no last name.
Makes you wonder how they'd handle Major Major Major Major....

When I moved to work in Germany I found that they were very keen on titles, etc. When I first got there they called me "Herr ..." but once they found out I had been a professor and had a doctorate they always called me "Herr Doctor Professor ..." which was fun to start with but they persistently called me that and it got really tiresome after a while. Thank goodness they didn't find out I had once been a Colonel or had an inherited knighthood! "Das Ritter Herr Doctor Professor Oberst ..."?

LOL well in Italy we havce an elite paratroop force called "9th Regiment Col Moschin". The number of "journalists" referring to the famous Col. Moschin is jarring.
"Col Moschin" is the name of a hill, by the way, as "col" is just a regional variation of "colle", literally "hill".

It depends what the question is. I built one a few years ago from a basic small form factor box with motherboard. I just had to add processor, memory, HDD, video and network card. All in all quite a simple process.

The one detail I did learn was simple: work out how much power all the bits are going to take and add 25%. Then buy the next size up PSU ...
It's surprising how much power a good CPU and GPU can take: a top end GPU can be around 400W peak - which means you will probably need a 800W PSU or more once you figure in the processor, ram, drives, and USB peripherals.

Personally unless he really needs the PC I'd wait until GPU prices come down. Although you can get them now they are grossly over priced.
