Fireworks, because it can automatically generate .CSS, and Images files for HTML from the actual design. Saving tones of time (Specially when you are required to reiterate through the process).

You're assuming that he's creating a website. That's not necessarily the case. Plus, you can do this directly in Photoshop as of CS6[^].

But if I have a choice then I would go with Fireworks, because it's primary purpose is to create UX and Prototypes. The design changes can be implemented much more faster using Fireworks.
On the other hand, there are lot more talent and resources available for Photoshop when compared with anything else.
Also nice to know that Photoshop can export to .CSS, Thanks.

Yap it's a website. UI needs to be changed of existing website and just wondering what's the best option for front end developer. I would personally chose fireworks but like you said most of the people are more comfortable making HTML from .PSD files. But I guess, if the designers will also provide the HTML then fireworks should be good too.

I must say as a beginner I have used both and have found Fireworks more user-friendly(we can say its developer friendly as well)
Lets say Firework is enough to shape up anything while Photoshop will bring shine to that shape.
For starter fireworks will be easier.

I have both, but am proficient in neither. Based on the few things I've tried to do, however, Fireworks is easier to use, and does things Photoshop wont - like creating vector image files. Photoshop is awesome for raster images, but Fireworks is what I've had to use to make files for use by print shops and such.
But IIRC, GIMP does both, and it's free. I've never found it to be intuitive to learn, though.

Why don't people realise that bacon is for eating????? Any bacon sacrificed just for its delicious aroma has been wasted! The only part of the body bacon should be rubbed on is the tongue!

It's not "I" as in "Me", it's a Latin numeral one.
"Charles I" was the first (of two so far) English kings called Charles - he hid in a tree and had his head cut off when Parliament got a bit snotty with him in the seventeenth century.
