Actually I am fluent in German, having lived there for several years.
It was a satirical side swipe at the English impression of what Germans are like.
Several years ago I was in a pub talking to a couple of Germans.
The subject got round to The War.
One of the Germans asked why we English always bring up the war, and, to a man the five or six other Englishmen at the bar, in unison, said "Because We Won!".
Even the Germans laughed at this.
