First thing first, Disclaimer: This is not programming question. If it is not supposed to be in this forum, guide which forum this should go to.
Now, I have and old Win XP machine with pretty less memory. I can't run VS 2013 on XP and RAM is too less to run a VM
Is there a way, I can create new projects/build/run/debug in C# on any online IDE? I checked MS VS Online, which is free but my understanding is it requires at least initial project to be on your machine and then it allows light-weight editing on the online IDE (that too for Azure service only).
Any help is appreciated.

You don't need VS to build and run C# at all: the .NET framework includes the compiler (CSC.EXE) and it is perfectly feasible to edit your code in Notepad and compile it manually. A lot, lot less friendly though, and you don't get any debug facilities!
To be honest, I'd either install a version of VS that works on XP (2008 definitely does, and very nicely), VS2010 will work on XP (though I haven't tried it) in 1GB ram (32 bit OS, you need 2GB for 64)

If you can get VS2008 - it runs a lot faster than VS2010. On a netbook, VS2008 starts in 5 seconds, VS2010 takes about 2 minutes. You could always use mono instead of C#. It is more or less the same thing.

Well, I want latest MVC and ALL, hence 2013 is required. That too, until I get new machine...so thought of asking, if there is any temporary way out.

Get a new machine, upgrade the OS to Win7 (it'll probably come with Win8) and go with VS2013 then.

Why 2013? You have there something you can't be without?! Run some older (2010/2008) version - XP will go with it happily...
