It is, and education has been mismanaged at least since I was at school by ministers of various political persuasions.
But Gove was a particularly 'orrible incumbent and his removal cause for celebration.
There is an excellent letter from a primary school to its pupils that has gone viral today which sums up exactly what those in charge of education do not understand about it.

Esther McVey is the stand-out one for me. Her only discernible attribute AFAICT was that she was mildly-photogenic enough to have had a TV career. About 20 years ago. I've yet to hear her speak as a politician and spout anything other than unthinking rhetoric. Plus a Scouse Tory sticks in my craw more than I care to admit.
Sorry to see Ken Clarke go - one of the few I actually liked.
