Saints Row IV is great fun, with all the super-powers and such. Personally I enjoyed Saints Row: The Third more. Haven't had a chance to go back and play Saints Row 2 yet.
My suggestion would actually be to play Saints Row: The Third first, then play Saints Row IV. There's heavy continuity between the two games, and you won't really get some of the jokes in IV unless you've played The Third.
Haven't played GTA 5 yet, since I'm waiting on the PC release. It looks good, and I'm looking forward to playing it, but TBH, I really enjoyed the silliness of the Saints Row games. They're a refreshing change from the realism that the GTA games attempt (and do a decent job of achieving.)
Bottom line is they aren't even really in the same ballpark. Sure, they're both 3rd person open-world crime simulators, but their spirits are so far removed it's foolish to try comparing them. If you enjoy silly games, go Saints Row. If you prefer realism, go GTA. I say play both.
