They can tell the mean average now in just about any location in the world, and that's what's reported.
A mean average of 25 means between 20 and 30.
A mean average of 31 means between 26 and 36.
A Beaufort 6 therefore means anywhere between 20 and 36.
I know that a statement that the wind is 28mph means that it is stronger than if it were stated as 25 mph; the same goes for 31 and 28, and even more so for 31 and 25
"Beaufort 6" removes all of that detail.
It's Beaufort 6 now (50kph), but I'll wait until it dies down to Beaufort 6 (40kph) before getting my bike out.

like yesterday evening where the wind was mostly quiet, but with gusts up to 80 km/h . Don´t think the gusts were that fast, but riding through it with my bycicle was not real fun. (The bloody insanely amounts of rain and hail didn´t help either )

Yup, and sites like this[^] show the weather being reported in mph, but I can't find anything that tells me how to configure it.
This[^], of course, is useless.
I've clicked, right-clicked, pressed, and long-pressed everything visible (and probably a few invisible things, too), but no config screen pops up -- and I don't know if it's even worth looking in the registry editor.

It is strange that you are getting the Beauford Scale.
My only options are Fahrenheit setting giving wind speed in mph and Celsius setting giving wind speed in kmph.
I am using the MSN Weather app that came with Windows 8.1.

Because yours does something that mine didn't, I've just uninstalled and reinstalled it. I'm now getting mph with Fahrenheit, but still Beaufort with Centigrade.

I changed my timezone settings to (UTC+01:00) Amsterdam, Berlin, Bern, Rome, Stockholm, Vienna and looked for the weather in Amsterdam and the wind speed was WSW 26 kmph, so that has no effect. It is the same as when I have my timezone set to (UTC+07:00) Bangkok, Hanoi, Jakarta.

I've gone through every Control Panel setting I can think of that might have an effect (even changing the default keyboard and language), but I'm stuck with Beaufort (and now horsepower).

Don't know what you're using as your yardstick for that but here by the 8 furlong horse track, where they recently ran a 2000 guinea race, I'm cruising along at 50 miles an hour sucking on a mint I took from the quarter (pound) I bought at the sweetshop, excessively smug about the miles per gallon I'm getting. Next stop is the cemetery where a friend was recently interred six feet under (his family wanted him cremated but his will wouldn't give an inch on that) after an unfortunate accident on a 3 fathom deep lake. I'll be leaving a dozen lilies on the grave and then going to a memorial do where we'll share a firkin of cider and toast him with a yard of ale before downing a few pints in quiet contemplation.
