Well, besides the fact that you have to PAY for powerpoint, and I hate powerpoint, and I already have the code written...

Well obviously they didn't have the tool to generate it yet.

The tool looks for the XML file and assembly generated by the compiler. The code itself doesn't contain any comments AT ALL, so even if they had the tool, the documentation would show "No Entry" for all of the objects.

Ah, so more that they wrote the code and then didn't run the resulting program to generate the documentation for their own code. They were probably being safe, recursively using a program on itself sounds risky and might open a portal to another dimension.

It's possible, but we used to do it all the time in the old days, when writing cross-compilers.
Write the compiler on system X, compile it to run on X, then use it to compile itself and produce an executable that would run on system Y.
I don't remember any Portals To Hell opening, but they could have been masked by the room full of cigarette smoke...
