That's not Windows 10; you must be running something else.
The only time I've seen a Z: drive is when I've used pushd / popd from the command-line to navigate to a UNC path.

Is this a work machine? If so, then the Z: drive is probably a global shared network drive and your machine's start-up scripts keeps creating the connection - reason why it won't go away.
Just a thought.
By the way, Windows 10 does not come with a Z: drive out of the box - as others have pointed out.

Nope, home machine, VS installed, GCC, Dev-C++ Office 365 & 2002, some scanner software...Z: appeared after I rebooted it after an update. Disappear for a couple days came back, deleted it . Another update and it has stayed since...

No idea what that folder is, but I have similar feelings about the "Camera Roll" and "Saved Pictures" libraries which W10 keeps recreating every time I log in.
