Correct, no probably about it, it is still available under most MSDN Proffessional accounts and above.
Problem is, you'll have to take out a 1yr subscription, and that will cost you about $1600.
However, not only will you get the ISO your after, but absolutley everything else as well.
Basically, shell out, get a 1yrsubs, download all the ISO's you have access too, make a copy of all your keys, and claim as many as your allowed (But not too fast, and not all at once, otherwise you'll get blocked), then don't renew afterwards.
I still have ISO's and keys from the MSDN account I had 5 years ago, and they all still work.

Here in the UK, you can get a developer 1 yr subscription for about £400, so all you basically do is take that out for a year, and over that year gradually allocate all the keys your allowed, make sure you keep an offline record of them.
When your sub's is over, you still have your keys. and to be fair, if you search around on Microsofts public internet pages, you can pretty much find any ISO you want.
I mean, if you have a legit Win 7 install, you can still get the free upgrade to WIn 10 if you know where to look
There's more too, you just need to do a little bit of legwork.

The question from my point of view is: How do you prove to someone (over the net) that you have a proper licence to the software

Getting that software doesn't mean only downloading it...
I want to get a copy of windows 2000 embedded and it's service pack 3.
If I have to buy it again it's OK.
And if Microsoft or any reseller has it and can give access to it somehow, but in a legal way, I'm in.

I did some searching and what I found says that there never was an official Embedded install. People would install 2000 Server and then install the Server Appliance Kit over it. I found a SP4 install, it should be close enough.
