One of the first things I do when solving these is rewrite the clue with the more commonly used synonyms:
"Blatantly cut & inordinately laden" becomes "Blatantly cut & excessively burdened" As you can see it sometimes helps to locate a concealed definition. When I checked my notes... rephrasing the right side of your clue produces 'overtaxed' at the 7th position on my word list as the possible definition. I unfortunately looked right over it.
When I look at why I overlooked it... yes it was because of what Richard mentioned... the adverb 'Blatantly' was producing 'overtly'. The adjective 'overt' is not even on my associated word list.
