Do you remember when DOS prompt was saying: "No keyboard found, press F1 to continue"?
Well, same thing kind of happen to me with Windows 8.1!
Installed the 8.1 RTM yesterday and... this morning... Couldn't get passed the lock screen, the mouse doesn't seem to be detected... (it's an old USB mouse)... Wonder if I should try to find a PS3 mouse, does my PC even have a PS3 connector?!
In fact I think I had the same problem yesterday after a reboot but, somehow, I think I accidentally unlock the screen (i.e. went to login screen) with my Surface's wireless mouse?!
Can't wait for tonight and, hopefully, solve it!
Otherwise I am not sure what to do.. don't want to reinstall everything from scratch... :'(

Try hitting Tab > Enter a few times.

A PS3 connector? Can you also connect a PS3 gamepad there?

Just the mouse? If so, you can unlock the PC without it. Odd that a plain USB mouse wouldn't be detected if there's nothing wrong with it. Try unplugging the mouse and see if it works on a different machine. Also, you may try moving the mouse to another USB port to see if it'll detect it.
The PC may not even have a PS2 connector (I don't think my new one at home does). But you can pick up another plain USB mouse for cheap.

Nah, it's just that Van Gogh was a cr@p painter -- he meant to paint a cow.
The only reasons that the useless, plagiaristic Vincent became expensive are that his brother was a primo-grade bullsh1tter, and that paintings from the really good impressionists were not available for neither love nor money (i.e. they were worth keeping, not cr@p that you could sell when you were short a few bob).
