My guess is "The Big Picture" and SteamOS are very different on the back end. The interfaces are most likely very similar, but that is for product line consistency. I opened up "TBP" a couple times on my computer, and it's essentially just a Steam-powered Metro interface.
I didn't find it particularly useful and now I just use the standard interface. That being said, I didn't give it much of a chance because, at the time, I was wanting to do something very specific that I knew exactly how to do with the normal interface. I might open up "The Big Picture" again tonight and do some exploratory research. I'll try to remember to report my findings tomorrow...
