There appears to be a certain cultural element, a lot of the worst offenders have Indian names and I get the impression that the 'technology boom' over there has resulted in a lot of (probably online) qualifications that you can tick-box your way through, and a culture of 'however you get the qualification, it's fine'. Online course providers and access to computers are both on the increase so it's, unfortunately, not surprising that there's a growth in 'urgent plz do my homework' questions.
