I think pre-order refers to ordering a product before it is launched in the market and generally available. More like reserving it.

It is a marketing construct used to either drive up sales as you can market something that doesn't yet exist and let people place an order, if they cannot do that then the marketing is less effective. It is also used to get an idea for the size of initial runs of a product and to more accurately distribute stock when something first goes on sale.

It looks like DD assumed that pre-order refers to before the order. It doesn't. It's short for pre-release order.

Unfortunately I've made a few pre-orders that were not delivered on time and I had to cancel my pre-orders long after the product was released just to 'regular order' it and get it faster

One example for pre-order. Books/Comics/Games/Music from Kickstarter/Indiegogo campaigns. Creators raise money to make something & backers get those(before the general public) by choosing perks.
Another example. I have seen banners on Amazon site about some author's new book(Pre-Order) even before publish stage.
