According to the Economist, the world's top 5 6 most liveable cities are:
- Melbourne, Australia
- Vienna, Austria
- Vancouver, Canada
- Toronto, Canada
- Adelaide, Australia
- Calgary, Canada
I'm surprised Sydney, Australia didn't make it to the top 6. Also, it's clear the Economist hasn't driven on the same roads that I drive on.

I always find these top-ten lists (most liveable cities, best beaches, happiest inhabitants, best food) amusing and essentially worthless (at best).
On the other hand, I'd not mind being paid to make up a list of top something.

One personal thing about these lists is that I always seem to miss being associated with any entry in any list, whatsoever.

That makes you number one on the new list of the people most disinterested in top 10 lists.

I take it they got to 'C' in the list of countries in the world and got bored.
Also, I'd expect the Economist to be able to see that there's 6 in their top 5?

Or the expense account ran out.
Some men are born mediocre, some men achieve mediocrity, and some men have mediocrity thrust upon them.

The top 10 goes to S(witzerland)[^] and the bottom 10 extends to the U's. A graphic there shows all of the cities in the list along with thier scores/ranking. It also links to the full report which is behind a registration wall; which does give some insight into their logic.
Did you ever see history portrayed as an old man with a wise brow and pulseless heart, waging all things in the balance of reason?
Is not rather the genius of history like an eternal, imploring maiden, full of fire, with a burning heart and flaming soul, humanly warm and humanly beautiful?

Looks like a good list, though Calgary can't be liveable in the winter. Lows go down to -30°C (-22°F).

Too many old building around. Need to be replaced with modern structures.

Mercury.
The clues
An enemy of that Turkish province. -> Batman -> Mad hatter -> Mercury was said to make hat makers mad.
This FSOW will drive you mad. -> Same as above really.
Alternate - Not M class. -> alternate meaning, planet Mercury -> Which is not an 'M' class planet.
Clue in the original string:
»»₳₲ "»»" is quick ₳₲ is chemical symbol for Silver. Quick Silver = Mercury.
♠ looks a bit like a y, if you don't put your glasses on.
Tomorrow's will be easier.
