Thanks, and thanks to all who are responding. Generated way more conversation compared to what I expected lol.
To summarize for everyone (in terms of my capabilities) I spent some time with VB6 and later played around with VB.net and database connectivity. I certainly understand OOP and basic concepts and brushing off some dust can handle some code in VB.Net so I am not just learning from the ground up. I have never developed a full enterprise level piece of software nor am I truly expected too.
I really want to just create some isolated functionality that is not available in out of the box solutions so I can incorporate it into.
With that being said, it sounds like it would be time well spent to transition to C# for further future experience and there are just better resources out there for help.
What are thoughts on backend support? Maybe while it is very limited I am just better off on using access and keeping it simple and scaling it up eventually? Is it feasible to use a database on office 365 so I dont need VPN connectivity to my office?

If you need more power, ASP.NET is used as a backend support for C#. It is used more for WPF for more complicated GUI's. You can start with Windows Forms for more simple GUI's.

All of what you describe is readily available on the internet on a "subscription" basis; usually about $5 per month: Collaboration and / or Document Sharing.
One could be up and running in a day or two; develop it yourself, and it may never get done.
I recommend these solutions to clients and then bill for support; doesn't pay to "develop" these services.

After watching the first 2 hours, I can't imagine why anyone would not use Visual Studio.
Oh wait, people like the CTO I used to work for in my previous job refuse to use IDE's and hates Microsoft!
(Well, third comment, at least there are some people more obsolete than me!)

Microsoft is still the new kid on the block.
Let's wait and see if they survive then maybe we'll start using their dev tools.

Which is pretty good - ok, it's not got Xamarin, but the "hdd" space on Wookietab is a total of 64GB, so I can't spare 27GB for that. I'll add that to the Desktop version when I install that, probably tomorrow. Only hassle I can see is it adds SQL 2016 by default, and my web host only supplies 2012 so I don't want to run ahead of that...
And yes: it runs on the WookieTab, and loads in under 20 seconds. Bit slow, but nothing I can't live with.

If I could persuade the SQL 2016 to actually let be connect to my 2012 instance on the desktop, that'd help...
Sod it. I'll leave that till tomorrow.

Oh, you can't use SSMS 2016 to connect to a 2012 server? No fun.

Probably can - I haven't installed it yet - I'm using the VS "Connect datasource" option.
The problem seems to be at the 2012 end, and is to do with users and access - I've got it connecting to the server, but can't access the actual DB's yet.
There are times when I hate SQL server...

when the Resharper Unit Testing bits are peeing themselves. I had like 8 Unit Test Sessions open (somehow, don't ask) with one blocking the others. Instead of letting me peacefully cancel all pending tests I had to restart VS, which was in the process of shutting down suffocated by ... something.
Anyone can recommend me a testing framework that *really* works?
