My favourite example of this was when I was walking down a street in Shanghai at about 2300hrs with the missus.
About 150 yards in front of us was a young girl, wearing a nurse's uniform (just come off shift, or something). We couldn't hear anything she was saying, but her gesticulations (we were watching from behind, remember) were absolutely hilarious.
She was obviously having a "discussion" with her boyfriend, and we could feel what she was saying, even if we didn't know the details -- arms snapping out, fingers waving, etc; but no-one else there!
We followed her down a road we didn't want to go down, simply because it was so entertaining.
Poor thing. We've all been through such "discussions", so it strikes a chord, when we see someone else suffering one.

Just for the record we had a customer's win 10 PC in here about a month ago where the disk was 100% all the time and slow was the machine because of it.
Windows defender turned out to be the reason. We shut it off by any means possible which is like extracting a badger from it's hole but once we did and replaced it with another antivirus product the disk utilization went to normal level and performance was restored.
It was a fun afternoon.

Before pointing at Win10, check if it's Chrome. Firefox used to have an issue where it would page like crazy, but haven't seen that for a while (it still pages too much, though.)
Edit: Hmm, your original post already pointed to Chrome as the culprit.

Yes, but I never saw these problems until win10 and I keep on telling people that I get way more sympathy by blaming win10.
also, when my machine started out I had win8.1 and was a happy camper with a fast HDD.
Then, Win10 came along and took over my machine. Honestly, it was after that I started seeing all these I/O issues.
Yes, Chrome is the culprit but I think Win10 is also guilty as charged.
However, none of it matters now since i have an SSD.
Blithely I roll. Happily ignorant of whatever anyone does to I/O.
