My Kid is doing a small stop motion project and needs to record her voice for 3 different characters.
Is there a cheap or free software which can my be change the tone or pitch of a human voice?
That will really help me and Mrs from too much pain of recording our voices

I think Audacity can change that stuff - but it has to already be in an audio file.
I also found this with a google search ("voice pitch change on the fly") - Free Real Time Voice Changer & Modulator - Voicemod[^]

She thinks she has changed her voice but when I hear it back It sounded like she is just changing the decibel level.

As JSOP says, Audacity can do it: https://manual.audacityteam.org/man/change_pitch.html[^] and since she needs to record (and probably trim, join, and generally mutate) anyway, it should be about perfect.
It's a complex program, but as long as you get her started and teach her to save often (and always under a new name) she'll be fine provided she's not really young.

She is 12 and I don't mind help here in the technical help of editing and sync etc. Its being an "actor" for my daughter director which is killing me.
One character is a rooster and when it sees the egg it has to say " Oooooh Egg !!!" in an exclamation voice. How many ways I say those two words, she is saying I am not doing to properly.

audacity.
record it in one audio file via phone, laptop, whatever, and then break the 3 parts into layers, and then tweak the audio properties for each layer to sound "differently", using audacity.
audacity is free with tons of youtube tutorials, etc.

I don't know, IIRC about 9 hours with the high power recharge station and a kton of time on a normal power line but I may be wrong, I'm using the data from the newest Hyundai EV SUV which has as far as I know the largest battery pack ever mounted on a car.

The largest battery pack on a reasonable electric car (not Rimac or Nio for example) is probably Tesla with 100kWh, which can be reloaded in an hour.
But I can refill my car in two minutes.

It is either slow as f*** or grotesquely inefficient!

or - it's very effective at recovering energy during deceleration, and is very aerodynamic. I.e. it minimises the energy lost during "hard" driving - something which, ironically, is easier to do than when driving conservatively. (A higher proportion of kinetic energy can be recovered via regenerative braking, rather than just coasting to a stop using rolling / air resistance to slow you down, both of which don't allow provide any energy "recapture")
