Don't they require building approval in the UK for structural changes to a building? If so, was the so-called civil engineer who approved the building plans drunk, drugged, or on the take?

Yes, they do: Guide to Building Regulations in the UK - Build It[^]
But ... it's quicker and cheaper not to bother, and if nobody notices - or you have enough money - you can ignore such things until they catch up with you later. Such as when the rest of the house collapses ...

It's going to be a lot easier to get the basement done now!

I remember having read in the book "Object Oriented Programming" by Grady Booch that:
"Modifying earlier type of (non-OO) software is like adding a basement to an existing 20 story building".
Looks like an example of that.

Most likely not a hardware problem. Oldschool keyboard encoders often used separate inputs for shift, ctrl and the like. On PC keyboards they have always been part of the keyboard matrix and more keys on the same row or column of the matrix should fail.
To be sure, just try another keyboard if you have one. Shirley you still have some old stuff lying around?

The ALT to the ALT is not working? What are the odds? I'd check the man in the middle. Mine's the spacebar. That could be significant. But wait, there is also a Windows key on either side of my 2 alt keys. It's a conspiracy! (Or at least a pattern)

You forgot 'see nothing', 'hear nothing' and 'say nothing'. How long have you been in the military?

No, not been in the military at all, they skipped everyone from my birthyear, as it was such a bad year.
I compensated however by playing Battlefield 1942 a lot
