I've got to second basalmiq, I've used it a couple of places and it is really solid. If you are doing responsive web apps and need to build a high-fidelity prototype, than this can be useful http://macaw.co/[^], but that would come after basalmiq.

Commercially, I use Balsamiq[^]. For my personal stuff, I use NinjaMock[^] - this has the added benefit of being free, as well as very good. The beauty about these tools is that you can target particular form factors with them.

I've used draw.io for mobile and web app mocks. Can integrate with Google drive.

I use pen/pencil and paper. I find it helps me visualise what I'm after better. Mind you, in my younger days I drew a lot and was often asked why on earth I hadn't been a graphic artist.

Last time I did it, I actually coded it during the design phase, with copious comments and stubs for most of the UI stuff that didn't call up a subsequent form.
The finished product was almost a 100% copy/paste of the POC code and saved us a couple of weeks of time.

I used to pop into Notepad to generate some HTML so I could render some screens for management to approve.
That gave me the ability to have graphics, buttons, and dropdowns for them to play with.

If designing an application from scratch or brainstorming some new feature or application requirement, pencil and paper.. I've done more "napkin mockups" than I care to admit. I found food really gets the creative juices flowing. When its time to sell it to the stakeholders, I will either mock up in PowerPoint with graphical tweaks with Paint.NET, or just use VS form designer.

Balsamiq is excellent. Very fluid and it's UI does not get in the way of creativity
