Can't you just use your VM software or Windows Disk Manager to expand the VHD?

The VHD is a dynamically expanding disk, but when you define it, it still needs to be given a maximum size. It doesn't look like Disk Manager can change that after it's been created.
I created the VHD after I had already downloaded the full set of files (25GB), so I figured 32GB would be plenty to allow for expansion. I didn't expect updates to be written to an entirely different set of folders however. Nothing gets replaced.
It's still not done downloading, and it's up to 40GB now...
