So you're looking for someone who is working on that particular project (a free CodeProject article from 2012?) and needs a hand and is even willing to pay monthly (that's probably the most serious free CodeProject article ever)?
But you're also telling us this project is very urgent while it's actually the project of the person who is hiring you and who would know better how urgent this really is.
Reading that I really do get an urge to hit you fast and aggressive...

Basically what I would like is to get a set of image files from a video file - e.g., every frame, or perhaps every 10 sec, etc. It doesn't matter what video file format is needed as I can convert anything into anything with WinFF. Thanks

There is something timeless about GIFs that big movie files just don't capture; I guess it's like the grammaphone, LOL. Yes, that and also sometimes I see an interesting video that I want to capture a snapshot from, and I'd prefer to not have to repeatedly do pause & Alt-PrintScreen.
