Can't wait for concepts to be fully fleshed out. My first time writing templates I was baffled that I was unable to tell the compiler that T must be a subclass of SomeClass.

But no one could figure out how to get all three, so C++ ended up with Turing completeness and better-than-hand-coding performance but lousy interfaces -- basically compile-time duck typing, in which a function accepts any type that has the properties that the implementation happens to use, instead of checking types in interfaces. This situation can result in complicated code.
The article could be a bit clearer in places. Are Concepts achieving all 3 properties, or is it giving an alternative to templates similar to C#/Java generics: less powerful but much easier to use? The article implies the former; but never states it explicitly.
