0) If 'please use a non-crap browser' would work IE6-8 would have gone to zero years ago.
1) A 12 year old single core p4 with 512mb of ram running winXP is too slow to support a fancy modern web site in any browser.

The per device variation in ranking was large enough that I'd like to see at least 3 or 5 runs of each done on one of the devices to see if the test itself was consistent before drawing any conclusions.

I believe "porn filter" is a bit generous. It has also been known to block sex education and sexual health advice sites, rape victim support sites, League of Legends game updates, a few political activist groups.
Some other examples: Dalek Dave may want to avoid this link, I don't think he's a fan of the Guardian.[^]

Nontheless, I don'r really see why you shoe-horned it into a reference to use of OSS, which I applaud (and its quite rare I applaud the current shower).

I suspect it will be like when my employer's IT department came up with the brillant idea of putting an SGI box on every desk ~20 years ago. Everything went great until the frist box landed on the first secretary's desk.  At which point the project was abruptly terminated.

I see no reason why open source office applications should not suffice for the vast majority of users.
However, I suspect many of the departments may have more invested - VBA macros, interfaces to other systems, etc. which could make this "cost-cutting" exercise have a number of hidden costs.
I can just imagine the thought process.
"Oh, there's a free alternative. We'll use that."

Any service that is going to require additional time, money or labor from a user should be opt in, period. Making something opt out is for cowards and scammers. If you think the new whatever might be unpopular but you want to make it happen anyway, you make it opt out and delay the outrage until after the implementation. That's how cowards run the shop. "You've got a nice army base here, Colonel. We wouldn't want anything to happen to it."
