Not really. Porting IE to Android would be insane. The base Android browser lags on standards compliance, and Chrome for Android is of course right out.

There are indeed some german Forums, but I've made better experiences with English forums - They tend to be more "up to date" and only a small percentage of the pros are speaking German.

In high-Level languages I agree with you.
In PLC-Programming there is more material in german. Although quality is not always according to quantity.
