Perhaps I misread it, but the article leaves out an important factor; a project may be the brainchild of the president or CEO (more problematic if they are a founder.)
In one case in my past, a company president became convinced computers worked differently than they actually do and kept asking me to implement a feature to leverage this fantasy. I patiently explained why the feature wouldn't work, my boss did the same. Turns out that a year prior, the senior architect had fought the same battle. All to no avail.
