I can really see Microsoft's argument for reducing their testing staff and pushing more of it onto the users. The speed at which updates can be distributed these days, means that software doesn't necessarily need to be free of bugs when it's released.
In the old days, you had to have better testing because your software was going to be depended upon for long periods of time between releases.
