Looking at this Error "Execution of scripts is disabled on this system" when run PowerShell script on Windows PowerShell command prompt
Otherwise seems legit but it contains a link to tutorialscorner.net, Also note that the very same site is the author's home page.

I voted for spam but then again article already had several approvals. Any thoughts?

I'd say that it's not deliberate spam - perhaps a quiet word suggesting he remove the link? It's not needed as the page it points at is pretty poor stuff anyway ...

I can't see any link in his profile, but the link in the tip/trick is still there.

But the site his linking is in the same town as he says he lives.
