I'm not requesting a blast-away for anyone here.
One thing is my OP, typeof( question ) - It's certainly rep point farming, but the circumstances are unclear, thus the actions are yet to be decided upon - Preferably with a Staff Editor involved, which is why Sean is tagged there.
The second thing is my personal opinion on tagging one's stuff correctly, and who's responsibility this duty is. I've never mentioned to blast the account solely because of the mis-tagged posts. More precisely I never mentioned blasting the member anywhere in any of my posts in this thread, because of aforementioned circumstances in thing one (TM)

Unfortunately it does not matter. Too many people come to this forum, see a post, and start reporting without reading what you post. Ironically, I'm sure there are people who come to this forum simply to get rep points by reporting members.

While that is true, it's not supposed to be like that - I strongly think that this forum also should be a place to discuss edge cases, and request assistance from the staff if it is needed.

That's why the subject of the post is so important. I usually start such "question" or "debate" threads with "DO NOT REPORT -". If still missused, at least CP Staff can have a look and wipe the reports or give a slap between the ears to the "too quick fingers"

Quite probably. But not only here, a big part of the trash, fast answers, bad quality apportations and many other things is just to get rep.

The solution could be used as an obfuscator, but it appears that the article writer's main purpose is to defeat anti-virus programs.
The question is - does CP want to allow articles that describe "dual-use" technology of this kind?

In my personal opinion it is better if the article remains as it caould serve as a basis for members to improve on detection of virus. Wether we like it or not these technologies will be explained and this knowledge will be shared - only it will be done on the less savory sites, where you are guaranteed that the members will only be interested in its malicious uses.
I like to think that here on CP (and in the world) there is mostly decent folk and while this knowledge could be used for malicious purposes this is a trait with all knowledge: an accomplishe mechanic can very well sabotage a car to kill a person, a good locksmith can definetely crack a lot of locks, a medic has the knownledge that enables him to kill and poison people without getting caught, a policeman has both the training and the weapons to make a fine robber and so on so forth.

It's a fair call. However my guess is that there are many more people searching the internet for how to create viruses than there are people looking for ways to create anti virus software. The article should in that case stick to the beneficial aspects of the technique and not mention evading anti virus software at all.
