I had copied and pasted the link from the question itself like I have done maqny times before.
I just tested it and found it is a problem with the markdown formatting. With markdown disabled it is OK now (CP pages opened even when external link is shown as text):

The mardown option seems to detect an URL and inserts and additional A tag. I will edit my original post.

I guess cultural differences are playing a role in this one. Although I see your point and I agree it is a bit weird. But I don't really see it as an abuse. The authors can just ignore him (as many did) or answer him (as some did). He is not breaking any rule of the site or of netiquette as far as I see.
