Actually we pointed out the message that was at bottom of that article,but it got removed so now its pointing to Article.I agree that its plagiarized article,but that message was Spam.

which is answered by the same person who had asked, also going approved the own one.
I think this might be report as spam or it's allowed (if it is for only points), i mean it could be also added as comment or improve question.

Nope. Spam means to advertise something.If self accepted answers remain continue for some user,then you can report it as Abuse.In this case,no action is required.

We came across many profiles where somany self accepted answers were reported.But in this case,he has only one answer that is self accepted.
It is allowed here. e.g. you posted question and got 3 solutions,none of them worked and suddenly you find a way to deal with it,then you can post it and accept it so in future some one visiting it come to know how you solved the issue.

Sometimes they do sneak through - it's not always obvious, but you'd have to ask those that approved it (and we don't know who they are!)
