2. How to use Open protocal section is a carefully copied content from the manual. IMHO the OP atleast need to make the reference to the manual.

Yes - you can also hit the red flag on the article and mark it "plagiarised", and the user as "abusive or troll" if you want to. (We do, when we see a "plagiarism" report here)

I did not notice Red flag. May be I do not have the authority to see it. Also I did not want to Nuke him because I looked into his profile and it seems he is a MVP and wrote numerous articles. I just wanted to give him benefit of doubt.

The "Red Flag" isn't a "Nuke" - even Protectors don't have that, just Staff - it just flags the account, and if he gets 10 flags, his account goes. Even then, if he asks nicely and promises to behave in future he can get the account back (without the plagiarised material of course).
Don't worry about the MVP or similar: we've had MVP plagiarists before, and even competition winning articles that were later found to be plagiarised. We don't like it, no matter who does it!

Isn't that MVP landing here quite often in the last time? I would bet to have seen at least 5 or 6 reports poiting to some of his contributions in recent past.
