It's just copy-pasted from somewhere and there's a "1" at the end. That's classic spam tactics. The second section looks like an analysis from a teacher after the assignment was completed. Tbh I'm not sure what's going on with that post.

Looks like a homework assignment. In my opinion, better to close and leave unanswered, but not to report as spam or spammer.

I've left a message on this article[^] because the text in the beginning seem to be copied for example from MVC Framework Introduction[^] or from MasterDetail - Lazarus wiki[^]
While tutorialspoint is referenced in the end, my understanding is that clear citation should be used for copied blocks.

Interestingly enough my question to the author on the article was reported as abusive...

No idea - I'd guess it would be difficult as you'd have to report them in the country they operate out of. And you know how easy that is to spoof or obfuscate!
